UPGRADE FOR FORWARD DEFENCE BASE

GHD has been engaged by the Department of Defence as Project Manager and Contract Administrator on a major upgrade of facilities at Royal Malaysian Air Force (RMAF) Base Butterworth in Malaysia, a pivotal forward operating base for Australia.

The RMAF Butterworth Malaysia Rationalisation Project involves new construction and the refurbishment of a range of facilities to comply with the various relevant standards and codes and to meet the functional and security requirements of the Australian Defence Forces units deployed to the base including the Royal Australian Air Force 324 Combat Support Squadron and 92 Wing Detachment A as wel as the Army’s 2nd/30th Training Group and Rife Company Butterworth.

The project includes the construction of three new headquarters (buildings), following the demolition of the three existing structures, the refurbishment and upgrading of existing accommodation and facilities, some building extensions and a new sewage treatment plant.

The assignment also includes construction of a new combined armoury and the refurbishment of approximately 13,200 square metres of concrete aircraft apron.

The design review of the new headquarters buildings and armoury is well advanced and early phase construction activities have commenced.

GHD’s understanding of Defence requirements, based on a longstanding association with the client, has assisted in the efficient progress of the project, which is utilising the services of our Perth, Kuala Lumpur and Ipoh offices.

NEW COMMAND AND CONTROL CENTRE

Located in Bungendore outside Canberra, the Headquarters Joint Operational Command (HQJOC) Project is a signature development for the Australian Department of Defence, being its first Public-Private Partnership (PPP) infrastructure project and its first Joint Operations Command facility.

GHD’s project management and technical advice has assisted Defence to achieve a state of the art command and control centre that encompasses strict environmental objectives.

The Headquarters Building has been designed to achieve a five star whole-of-building green rating. The project was documented and constructed in a creditable two-year period to meet a fixed completion date prior to the installation of communication and computing systems. GHD’s involvement commenced in February 2007, providing project management and technical reviews and advice, including facilities management, Environmental Sustainable Design (ESD) and code compliance.

GHD has worked closely with Defence as part of the project team and has contributed to a facility that meets user requirements. Construction was recently completely and Defence will occupy the facilities towards the end of 2008.
