NEW ADB TECHNICAL ASSISTANCE PROJECT IN PALAU

Our IDA Support Group in Manila has secured a Technical Assistance project with the Asian Development Bank (ADB) for the preparation of the Water Supply and Sanitation Project in Babeldaob, Palau.

Palau is a small idyllic Pacific Island nation with a population of around 20,000, with most habitants living on two of its many islands. The aim of the Technical Assistance is to define secure, reliable, and affordable water supplies to communities on Babeldaob and Koror islands. The envisaged outcome will be a plan for the sustainable development of the national water supply system and improved reliability and security of the water supply to Koror. A water supply master plan and feasibility studies associated with proposed sub-projects, including preliminary designs, will also be prepared. The feasibility studies will provide the basis for a future infrastructure investment project.

GHD is providing consulting services in water supply development, financial and economic analysis, tariff analysis, water supply legislation, social analysis and poverty impact assessment, and environmental matters. The Technical Assistance is expected to run for eight months and is being directly managed by GHD’s Manila IDA Support Group. The inception phase was recently completed with a workshop to inform key stakeholders about the project and secure support for the remainder of the work.

PARTNERING WITH CHINA FOR CAPACITY BUILDING

GHD is playing a defining role in supporting China’s governance reform and development agenda through a partnering approach between China and Australia.

The China Australia Governance Program (CAGP) is an initiative funded by the Australian Agency for International Development (AusAID), with the Chinese Ministry of Commerce as its counterpart. The program aims to address governance issues that can help alleviate poverty.

The 74-month program will receive over AUD20 million from AusAID. GHD Hassall, in conjunction with China’s International Cooperation Centre of the National Development and Reform Commission is executing the program.

Our services include the provision of technical and management skills to facilitate the implementation of the CAGP. These include capacity building initiatives ranging from study tours to Australia to formal training on various aspects of public sector governance; establishment of management and control systems; as well as administrative guidance. It is noteworthy that the ‘partnering approach’ was introduced as an innovative management model by the CAGP, whereby all program partners share a common vision and responsibility for strategic decision-making.

The program has made great progress since its commencement in September 2004, brought about by close cooperation and support from all partners and participating agencies.
