Grand Central Railway - Commercial Analysis and Advice

GHD was commissioned by the Grand Central Railway Company to provide Board level technical advice and analysis in the investigation and assessment of business and service options to address issues and opportunities being experienced in the business.

Grand Central is an open access operator, and as such is completely dependent upon the revenue it can generate from operating its services. Problems in the establishment and introduction of the initial services had left the business with a high degree of uncertainty in its understanding, development and delivery of revenue. This was exacerbated by a number of corporate and commercial disputes.

Merseyrail - Asset Management Improvement Programme

Merseyrail has one of the highest patronages in the UK, outside of the South East/London Commuter lines with more than 30 million journeys per year. Despite this, investment to the network has been minimal; the operator runs a fleet of 59 refurbished electrical multiple units which are rapidly approaching the end of their serviceable life.

Performance and public perception of Merseyrail was compounded by media coverage continuously reporting "Misery-rail delivers again". Maintenance costs for the network continued to escalate and economic conditions were unfavorable in the long-term, with Merseyrail facing a downturn in both concession and fare-box revenue.

Rail for London (London Overground) - Project Management

GHD provided project management support to the Rail for London (RfL) maintenance team in readiness for undertaking the role as Infrastructure Manager for the reconstructed and extended East London Line.

We were responsible for managing specific required work streams for RfL to carry out their legal responsibilities as Infrastructure Manager on the newly constructed East London Line. These included the preparation of operational and maintenance processes and procedures. Our role was extended after commencement of the train services to include the management of capital expenditure works for both rail and non-rail related elements of the East London Line. These works were procured via the Infrastructure Maintenance Contractor and included installation of pigeon proofing measures and the safe demolition of an old London Underground depot bound by live railway lines. Following a successful first year of operations, the project management brief was extended to include the management of the design from GRIP4 to GRIP 5 for station enhancement works at the Grade 2-listed building at Crystal Palace, one of the southern termini of the East London Line. This included redevelopment of the Victorian ticket hall, installation of three lifts and associated high level walkways and a lightweight ETFE canopy over five platforms, together with associated improvements in customer information systems.

Manchester Metrolink - Systems Integration of Extensions and Improvements

Investment in Manchester Metrolink will bring substantial improvement in the existing infrastructure through a System Enhancement Program and through extensions to the network under Phase 3a.

GHD is taking a leadership role in systems engineering and integration that will enable the entire system to operate effectively as it develops.

Andrew Collinson

Andy's varied project experience includes multidisciplinary design leadership of the eastern end of the UK's Channel Tunnel Rail Link, leadership of the concept development of the new Kings Cross Thameslink Underground Station and acting as the UK Rail Regulator's strategic advisor on Asset Knowledge Management.

Andy's business leadership experience has included being the MD of the multidisciplinary, multinational rail business of a major European consultancy and co-founder of the successful international strategic rail consultancy, CDL, recently acquired by GHD. These roles have provided Andy with a clear understanding of the whole life cycle, whole business challenges of building, running and maintaining a successful railway system.

A Chartered Engineer and Chartered Director, Andy has worked in the Middle East, Australia, the UK and Ireland and on projects in locations including Africa, New Zealand and Eastern Europe. His 29 years in industry include over 20 years in rail.

Jeremy Blake

Jeremy Blake has over 25 years of infrastructure development, design and implementation experience. He is a Chartered Civil Engineer with a background in the design and implementation of major bridge and infrastructure projects. Jeremy’s specialist rail bridge experience includes inspection, structural assessment and checking, maintenance and strengthening schemes and design & construction of new builds. He has also held a variety of technical, commercial and business development roles including the development of new service offerings. He has led commercial negotiations on major contracts including claims resolution and the development of private finance.

Neil Franklin

Neil has 20 years experience specialising in project, asset and change management for clients, contractors and operators alike. He is a senior manager possessing excellent business development, marketing, presentation and communications skills and has an acute awareness of strategic as well as operational and tactical issues. As a Service Group Manager in GHD, he is responsible for strategy development, business development, delivery and line management for the Project Management and Assurance service provisions.

His project management skills have been demonstrated on several multi-disciplinary projects where he has been responsible for project management, programming, co-ordination and performance measurement. He has recently acted as a Programme Manager for London Underground in the Extraordinary Review for Metronet and the Periodic Review for Tube Lines. He is a trusted Review Leader for TfL’s IPMO Gate Review process, and is GHD’s Account Manager for TfL’s Engineering and Project Management Framework, Go Ahead’s Account Manager for their Professional Services Framework and has recently led GHD’s effort in securing a place on DfT’s Engineering Services Framework within a larger consortium

Christian Roberts

Chris has extensive strategic asset management consulting experience in the UK and USA transport sectors. In previous roles he has acted as the Head of Asset Management Development for London Underground, Professional Head of Asset Management with Metronet Rail and as Programme Director for an Asset Management Improvement Programme within the rail industry. Chris is the UK nominated expert to the ISO Project Committee tasked with developing an International Standard for Asset Management (ISO 55000).
