The Charlotte office was established in February 2007 and provides a range of consulting services in environment, management and urban services. Since inception, our office has recruited internationally, regionally and locally. Our staff provide support for client needs in:

Washington Suburban Asset Management (Md, USA)

The Washington Suburban Sanitary Commission (WSSC) appointed GHD to lead the provision of asset management services in support of master planning and enterprise resource planning initiatives.

WSSC is the eighth largest water and wastewater utility in the USA, owning USD$12 billion of infrastructure assets. While instituting a range of short-term measures to combat the increasing incidence of water main breaks and leaks, WSSC is also taking a long-range strategic approach to address the growing challenge of ageing infrastructure.

IWA-WSAA International Asset Management Benchmarking

GHD was commissioned by the International Water Association and Water Services Association of Australia (WSAA) to undertake an Asset Management Process Benchmarking study. This study included 42 participants from water and wastewater utilities from around the world, including; Australia, Canada, Hong Kong, New Zealand, Sultanate of Oman, United Arab Emirates and the United States of America.

The study utilized WSAA’s Aquamark Framework to examine key asset management processes that are required to maintain the supply of reliable water and wastewater services. The study provided opportunities to identify leading asset management practices and to share information for the benefit of all participants.

Wayne Francisco

Wayne Francisco manages GHD’s Charlotte office and divides his time between running the business and providing strategic management consulting services to clients in eastern and central United States. Wayne has worked in both the private and public sectors in Australia, the United Kingdom and the United States over a 20-year career that also includes a period of managing infrastructure development projects in Bhutan. Wayne’s civil engineering degree is complimented by a Masters in Infrastructure Management (Public Policy).

Duncan Rose

Duncan Rose serves as a technical director for asset management services in North America. Duncan specializes in providing comprehensive asset management services to a diverse range of federal, state and local government public sector agencies. During his distinguished 30-year career, Mr Rose has held various positions of responsibility with public agencies throughout the United States, including service as the city/county manager for the cities of Columbus, Ohio and Dallas, Texas. He also served as Deputy County Manager for Gainesville, Florida and County Manager for Seminole County, Orlando, Florida. His 20-year private sector experience includes managerial responsibilities at national and international consulting firms offering diverse engineering and asset management services. Mr Rose is a recognized thought leader in asset management and has written numerous articles for professional journals and publications, including the International Infrastructure Management Manual, 2006 Edition.  He is also co-author for the best-selling textbook, Managing the Water and Wastewater Utility, Water Environmental Federation.
