Asset Management Plan for Albuquerque Bernalillo County Water Utility Authority

With growing concerns over aging infrastructure, limiting budget, increasing regulatory requirements, and aging workforce, the Albuquerque Bernalillo County Water Utility Authority (Authority) decided to enhance its asset management practices. The key achievement of the Authority’s asset management improvement efforts was the development of the asset management plan.

An asset management plan is a long-range strategic planning document used to provide a rational framework for understanding and documenting the assets owned and managed, service levels committed, risks exposed, and financial investments required. Hydroelectric Power Generation Feasibility Study

High demand for electricity and escalating costs for power production has increased the economic feasibility of building small scale hydroelectric facilities. The objective of this project was to reassess the finding of the previous studies regarding the feasibility of bypassing pressure regulating valves at Metropolitan Water District (MWD) service connections to Municipal Water District of Orange County (MWDOC) and instead use energy recovering hydroelectric turbines to produce energy while also regulating water pressure and flow.

Carlsbad Desalination Plant (CA, USA)

GHD in collaboration with Butier Engineering were selected by Poseidon Resources to provide Owner's Engineering services for the development, construction and commissioning of the 50 MGD Carlsbad Seawater Desalination project. 

As Owner’s Engineer, GHD and Butier have and continue to provide general oversight and independent assessment of the performance of the Engineering Procurement Construction (EPC) Contractor relative to the delivery of the Carlsbad project.

Sanitation Districts of Los Angeles County Pilot Asset Management Plan

The Sanitation Districts consist of 23 independent special districts and provides wastewater and solid waste services for approximately 5.7 million customers in Los Angeles County.  The Sanitation Districts of Los Angeles County (Sanitation Districts) engaged GHD to assist in developing a pilot asset management plan (AMP) for their White Point Pumping Plant to demonstrate the concepts of asset management.

The pilot AMP was developed around the GHD formulated 10-step asset management process which is endorsed by the USEPA.  Development of the AMP enables the Sanitation Districts to advance its asset management program by providing the framework for understanding the assets owned, the service expected of the assets, and the investment required.  The Sanitation Districts intend to apply the knowledge gained from the pilot AMP to develop AMPs which incorporate the entire asset portfolio.

Highline Water District Asset Management Plan

Highline Water District (HWD) is a municipal water system located just south of Seattle, Washington with 280 miles of water line.  Many of the water system assets are aging significantly, as they were constructed predominantly in the 1940s, 1950s, and 1960s.  In order to better manage its infrastructure assets the HWD desired to establish an Asset Management program.

GHD was contracted to prepare the Asset Management Plan (AMP) in conjunction with BHC’s Water Comprehensive Master Plan Update.  The objective was to summarize the ability of the HWD to deliver water services to its customers in the AMP.  This was achieved through the development of the AMP.

City of Livermore – Asset Hierarchy & Data Framework

The City of Livermore, Public Works Department, Water Resources Division (WRD) is strengthening its asset management (AM) program to foster more efficient financial and physical resource investments and prolong the life of the water and wastewater infrastructure system.  As the first step toward asset management improvement, WRD contracted with GHD to assist in a strategic review of WRD’s current asset management practices.  This process identified improvement opportunities and assisted in developing projects to support WRD’s efforts to move its asset management practices closer to the established best appropriate practices.

Among a list of improvement projects, the Asset Hierarchy and Data Framework project was identified as high priority.  Establishing a structured and consistent data management approach will provide the WRD with an essential foundation to making asset management decisions.

Peter Chan

Peter has been designing water and wastewater infrastructure projects in the southwestern United States for over 20 years.  His experience includes hydraulics modeling, membrane technology, reclaimed water management, pumping/lifting station design, waterlines, sewer lines, water and wastewater process design.  He is an experienced engineer who stays actively involved in new advances in the industry.  His focus is on timely delivery of all project tasks.

Gary Crisp

Gary is highly regarded throughout Australia as one of the industry’s foremost desalination practitioners. He was instrumental in the delivery of Australia’s first major seawater desalination plant for public water supply. Prior to joining GHD, Gary served as the Perth Water Corporation’s Principal Engineer, Desalination. He has also worked in an advisory capacity to a range of clients planning major desalination projects and has been a member and presenter on a range of international committees and conferences involving desalination.

Paul Hermann

Mr. Hermann is a lead Water/Wastewater Engineer in GHD's Irvine Water Division, and is also the Office Manager. He has undertaken the route selection, detailed design, documentation, contract administration and site super vision of sewer and water mains, various collection and transport systems including pump stations, storage facilities, and has also conducted the hydraulic analysis at sewage treatment plants.

Paul is currently part of the Owner's Engineering team for the 50 MGD Carlsbad Desalination Plant where he provides technical review and oversight on many facets of the project. Paul integrates GHD's global experience in our design efforts in the United States.

Colin Chung

Dr. Chung is a Principal Asset Management Consultant with GHD in the Irvine, California office. From theory to practical application, Dr. Chung has over 15 years of combined research and consulting experience in the discipline of asset management. While in his graduate program, Dr. Chung made significant research advancement towards developing and implementing new management concepts in asset management. Currently, Dr. Chung is engaged in various asset management researches and acts as an external advisor for graduate students and researchers at Oklahoma State University.

For the past 10 years, Dr. Chung has worked with numerous municipalities and utilities across North America. He assisted them in education and implementation of asset management principles and practices. Particularly, Dr. Chung specialized in the forecasting of long-term asset replacement and refurbishment needs. He also developed deterioration and optimization models to help enhance the client's asset management practices.
