GHD’s International Development Assistance (IDA) group delivers project management and technical services for the world’s largest development organisations to improve the lives of people in developing countries. Since 1968 we have partnered local communities and agencies on over 800 international projects, in 70 countries, in support of sustainable development and poverty reduction.

The evolving global agenda for aid reform is focused on improving development effectiveness. GHD’s merger with Hassall & Associates International in 2008 responds by increasing our capability across more sectors and strengthening our role as a leader in development impact.

WORKING IN A GLOBAL COMMUNITY

The global recession and the emerging impact of climate change has donors, governments, private enterprise and individuals responding with new resolve to reducing poverty and improving the economic development and wellbeing of people in developing countries. This resolve is principally guided by the United Nations' Millennium Development Goals, with concrete and time bound targets for collective action and significant increases in aid volume; with the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action, calling for increased coordination, accountability and localisation of effort. Underpinning this is a commitment to supporting fragile states; and building international stability and security.

GHD’s Development Impact Group is a specialist unit within our IDA business that focuses on practice management: connecting our clients and development partners to knowledge on current industry issues and best practice. This knowledge is drawn from staff experience (our sector and program management specialists), lessons on current and past projects, communities of practice and ongoing research. The Development Impact Group also acts as a repository of special knowledge for monitoring and evaluation, capacity building, systems thinking and aid effectiveness, making sure that GHD’s programs are operating to the highest standards and aligning to partner (country specific) systems and procedures.

Flood Management Strategy and Implementation

The Asian Development Bank (ADB) engaged GHD to develop a National Flood Management Strategy to help manage the nation’s severe flooding problem.

The proposed strategy lays the foundation for improved flood management and renewed water management concepts, and provides options to help formulate action plans. GHD reported on the review of structural and non-structural measures and provided assessments of their effectiveness, as well as delivered a framework for flood mitigation and floodplain management, and action plans to implement new approaches.

Implementation of governance support program in Quang Ngai

The Implementation Support Program (ISP) is aimed to enhance the quality of the Vietnamese Government’s Program for Communes Facing Extreme Hardship in Ethnic Minority and Mountainous Areas (Program 135-Phase 2) in Quang Ngai Province. 

The objective is to reduce poverty and foster, secure and sustainable livelihoods for those living in the province’s 43 poorest and most marginal communes. These communes are also home to the large majority of Quang Ngai province’s ethnic minority population. The program is also designed to help distil and disseminate lessons from Quang Ngai which may assist the Government of Vietnam and its program partners in the delivery of P-135- II nationally.

LOGICA in Aceh

GHD is the managing contractor for the Local Governance and Infrastructure for Communities in Aceh (LOGICA) Program, part of the Australian Government's response to the 2004 Indian Ocean tsunami.

LOGICA facilitates community reconstruction and the restoration of government services in the worst tsunami-affected areas of Aceh under the slogan ‘active communities – responsive government’. This approach builds the capability and confidence of communities to identify and advocate their needs and to take action to pursue priority outcomes. At the same time, LOGICA strengthens the capabilities of local governments to respond to community need through efficient, appropriate and transparent planning and service delivery.

New ADB Technical Assistance Project in Palau

Our International Development Assistance (IDA) Support Group in Manila has secured a technical assistance project with the Asian Development Bank (ADB) for the preparation of the Water Supply and Sanitation Project in Babeldaob, Palau.

Palau is a small idyllic Pacific Island nation with a population of around 20,000, with most habitants living on two of its many islands. The aim of the Technical Assistance is to define secure, reliable, and affordable water supplies to communities on Babeldaob and Koror islands. The envisaged outcome will be a plan for the sustainable development of the national water supply system and improved reliability and security of the water supply to Koror. A water supply master plan and feasibility studies associated with proposed sub-projects, including preliminary designs, will also be prepared. The feasibility studies will provide the basis for a future infrastructure investment project.

Ridding Pacific Island Countries of Persistent Organic Pollutants

GHD was engaged by AusAID to manage the second phase of the project to collect and destroy all Persistent Organic Pollutants (POPs) and other intractable chemicals across 13 Pacific Island Countries. GHD has identified, repackaged and transported 140,000kg of waste chemicals to Queensland, Australia for safe destruction using specialised non-incineration processes.

“POPs are man-made chemicals that are toxic, persistent (that is, don’t break down quickly in the environment), accumulate up the food chain, and pose a significant health risk to humans and the environment,” explains Project Director Dr Alison Baker.

Three Delta Towns Water Supply

Over 282,000 people in the townships of Bac Lieu, Ha Tien and Sa Dec, now have direct access to piped clean water and sanitation facilities through a joint initiative of the Vietnamese and Australian Governments.

These three towns were given priority because of rapidly deteriorating environmental health conditions, a growing demand for clean water supply and appropriate sanitation and the potential for economic growth. The new water systems in all three towns are now operational and will progressively expand to meet the demands of a growing population.

Keith Christiansen

Keith Christiansen has over 30 years experience in engineering and project management, including work on a wide range of projects in Australia, the Middle East, SW Pacific and Sout East Asia. Since joining GHD in 2000, after a 25-year career in the Australian Army Engineer Corps, he has been the Business Stream Leader, Defence, Business Development Manager for GHD Brisbane, project director for several major infrastructure projects in Australia and Brunei and Operating Centre Manager for Malaysia and Indonesia. During 2009, he has been the GHD Project Director for the Infrastructure Reconstruction Enabling Program (IREP) in Aceh, Indonesia.

David Hill

David Hill has broad experience in the planning and analysis of water resources and transportation infrastructure development projects.  This experience includes project scoping, development of alternatives, contingency planning, economic and financial analysis, risk analysis including Monte Carlo simulation, and directing technical assistance efforts.  Specific types of infrastructure covered include:  flood control structures, locks and dams, navigation channels, ports, airports, rural farm-to-market roads, small scale type I & II water supply systems, and communal irrigation schemes.

Peter brings more than 20 years' practical experience in PNG’s finance and communications sectors combined with extensive experience in leadership, civil society and community development. In leading the PNG team, Peter focuses on development assistance projects and programs, as well as developing business strategies, establishing and maintaining relationships with international donors, PNG government agencies and civil society organisations, and coordinating support for program teams.
