City of Livermore – Asset Hierarchy & Data Framework

The City of Livermore, Public Works Department, Water Resources Division (WRD) is strengthening its asset management (AM) program to foster more efficient financial and physical resource investments and prolong the life of the water and wastewater infrastructure system.  As the first step toward asset management improvement, WRD contracted with GHD to assist in a strategic review of WRD’s current asset management practices.  This process identified improvement opportunities and assisted in developing projects to support WRD’s efforts to move its asset management practices closer to the established best appropriate practices.

Among a list of improvement projects, the Asset Hierarchy and Data Framework project was identified as high priority.  Establishing a structured and consistent data management approach will provide the WRD with an essential foundation to making asset management decisions.

The objective of this project was to provide a framework for the WRD to enhance the asset hierarchy, define the Maintenance Managed Item (MMI), and identify the data attributes required to support the asset management decision-making process. 

This project identified the existing data available and developed common data standards and methodologies to consistently collect and record asset data that are required for the sustainable management of the WRD’s infrastructure and other assets.  The data collection framework provided the WRD with a methodology to consistently capture and record asset data into the asset register.

Specifically, with implementation of this project the WRD was able to:

  • Develop an asset hierarchy
  • Establish maintenance managed items
  • Standardize asset classes
  • Enhance asset naming and numbering convention
  • Understand the data framework and data gaps
