Defence Logistics Transformation Program – Works Package 3

Works Package 3 (WP3) is one of six work packages making up the infrastructure component of the Defence Logistics Transformation Program (DLTP), which is an element of the Australian Government’s overall AUD20 billion Strategic Reform Program.

The DLTP was developed with the objective of improving existing Defence logistics networks through the implementation of better technology and warehouse practices.

GHD was engaged by the Department of Defence as the Project Manager/Contract Administrator responsible for administering the contract of a Managing Contractor.

The scope of WP3 includes providing new and refurbished facilities to Joint Logistics Unit in North Queensland at Lavarack Barracks. The facilities proposed will consist of modern, purpose-built buildings and upgrades to some existing infrastructure and facilities.

A key challenge was to complete a full redevelopment of a busy, existing logistics precinct, without impacting on operations. This required careful consideration of construction sequencing and decanting by the GHD team.

We also undertook comprehensive project coordination and communication with a large and diverse group of stakeholders including:

  • Defence – DLTP Program Management Office, Capital Facilities and Infrastructure, Defence Support – Queensland, Headquarters 3rd Brigade, Joint Logistics Unit (North Queensland), 10th Force Support Battalion, Chief Information Officer Group and the Directorate of Estate Engineering Policy
  • Non-Defence stakeholders – Townsville City Council and Queensland Fire and Rescue

For the duration of the project GHD’s proactive management of scope and costs was required to keep the project within budget. This productive and proactive approach was taken by GHD when addressing all problems regardless of their size. Typical of GHD’s valued adding was use of their engineering background to ensure the Design Services Consultant offered a range of alternative design solutions to generate project savings. It is this type of detailed involvement that contributed to the project being delivered $12m under budget.
