HMAS Cairns located in Portsmith QLD, is homeport for 14
Naval Vessels and approximately 900 Navy and civilian personnel.
The primary responsibility of HMAS Cairns is providing maintenance,
logistic and administrative support for Cairns based units.
A proposal was put forward to redevelop the naval base to
accommodate the increase in personnel and home ported vessels
operating in Far North Queensland.
The Proposal comprised of:
- Marine works,
- Refurbishment and adaptive re-use of
existing buildings,
- Construction of new buildings,
- Civil works,
- Temporary facilities and minor
works,
- Services works
- Demolition works, and
- also involved serveral key property
aquisitions.
The objectives to refurbish and reinvest in aging
infrastructure, at the only naval base in Queensland, would also
allow for the accommodation of the Armidale Class Patrol Boat.
The navy wharf required widened access for the increasing volume
and size of vehicles that service the berths, and services such as
electrical and water reticulation, stormwater drainage and sewerage
capacities, lighting and fuel re-supply needed upgrading as the
existing service connections did not meet the Armidale Class Patrol
Boat requirements.
GHD was commissioned by Department of Defence to provide Project
Management and Contract Administration of the redevelopment over a
Planning Phase from April 2005 to April 2008, and a Delivery Phase
from April 2006 to July 2009.
The project was successfully delivery in July 2009, and through
the early identification of risk and contingency management, GHD
was able to assist Department of Defence with capital cost
savings.
