International and Domestic Shipping and Ports Study – Dept Transport Energy & Infrastructure SA

To assist the Australian Maritime Group (AMG) to fulfil its role of providing high level strategic advice to the Standing Committee on Transport (SCOT), Australian Transport Council (ATC) and other government agencies, GHD provided consultancy services to undertake an international and domestic shipping and ports study.

The sources of information for the study analyses included:

  • Implications of developments in the legislative and regulatory environment, shipping, ports and logistics chains with an assessment of likely impacts for Australia
  • Implications of changes in the Australian international seafreight task over the period 2005-2020 covering the container, bulk and breakbulk trades with an assessment of existing plans to increase port capacity and the size/nature of any resulting capacity shortfalls, and
  • Increasing shipping’s share of the Australian domestic freight task which focuses on the current market, required success factors, potential contestable market based on ‘optimal conditions’ and opportunities government/industry may have to support the future viability of coastal shipping.

 

The sources of information for the study analyses included:

  • Discussions with the shipping industry covering shipping lines, ports, shippers, forwarders, maritime sector regulators and policy-makers and
  • Trade and freight flow data collected by the BTRE and ABS; and Industry-sector trade and freight forecasts.

The result of the study was to be a tool which further informed governments as they developed and implemented shipping and transport policies to address obstacles and maximise opportunities for Australia’s best interest.
