Water metering scoping study.

The objective was to identify the general framework around which new metering policies could be developed and existing policies revised. The study provided a foundation for the future development of Ipswich Water’s Metering Policy Manual. In turn, this manual will provide guidance for the subsequent development of procedures, technical specifications and organisational practices associated with metering. The following areas were addressed by GHD:

  •  Areas of interest to metering
  • Compliance needs – statutory, regulatory, codes of practice
  • Non-statutory requirements – guidelines, customer service
  • Water utility business needs
  • Gap analysis
  • Priority of actions identified together with resource estimates

Three packages consisting of 11 measures and 15 sub-measures were identified to address potential deficiencies in organisational practices associated with metering. The dependence or independence of the various measures was also established.

GHD conducted interviews with approximately 20 key staff after first preparing and submitting a questionnaire to gather pertinent information.
