Metering scoping study - Identification of issues

GHD to undertook a high-level metering scoping study to establish key issues relating to bulk, network and customer meters. The process involved the preparation of a questionnaire, conducting interviews and identification of meter related issues. The study provided an initial step in a metering audit process with an ultimate purpose of providing input into YVW’s Metering Strategy.

The largest number of meters relating to the customer meter fleet consists of sizes less than 50 mm diameter with approximately 50% of the 600,000 meters being older than 12 years.

Metering issues generally relate to organisational/business processes, determination of non-revenue water (NRW), data and asset management.

The overall metering issues identified are summarised as follows:

  • Improving confidence in the accuracy and credibility of the bulk supply meters;
  • Improving the organisation, business and technical processes associated with approving, selecting, sizing, installing, testing, maintaining, replacing and managing meters; and
  • Accurate determination of NRW volumes through improvements in determination of the various components of apparent losses.
