North Queensland Gas Pipeline

The North Queensland Gas Pipeline (NQGP) is a 392 km gas pipeline and 10 MW compression facility that transports coal seam gas (CSG) from Moranbah in Central Queensland to Townsville.

It has made gas available to North Queensland for the first time. The pipeline provides a strategic link between the vast gas reserves of Queensland’s Bowen Basin coalfields and the rapidly growing economy of North Queensland.

An alliance between Enertrade (the developer and owner), GHD and Thiess Nacap (the constructor) delivered the project. The NQGP project set a series of new benchmarks for the delivery of pipelines. A collaborative project management approach allowed the alliance to focus as a team on “best for project” outcomes and ensured that values such as innovation, quality, safety and consideration for the community and environment were upheld at all times.

The execution of the NQGP project’s design and engineering component was innovative in many areas. The project’s alliance management and delivery method ensured that the NQGP project was delivered on time and to budget. Gas was delivered via the pipeline to Townsville within three days of a date targeted in the project alliance agreement.

The project management approach of lead (or proactive) risk management rather than lag (or reactive) response meant that the major issues that inevitably arise were able to be addressed and the impact minimised. There was not one item of negative commercial correspondence between the participants for the entire project.

Hydrocarbon Processing facilities handle products which are flammable and hazardous and often at elevated pressures and temperatures. We have a direct interest in the various aspects of process hazard management – pipeline risk assessments, HAZOP study, SIL/LOPA study, Consequence Modelling of hazardous incidents (e.g. gas dispersion and thermal radiation). Our activities include the revalidation of previously completed process hazard analysis studies.

Community expectations demand that pipelines and facilities are designed and constructed in such a way that the risk of harm to the public is minimised.  Pipelines projects must also be delivered with minimum impact on the environment and cultural heritage whilst providing a return on investment for pipeline owners.

Pipeline and associated facility design and maintenance are subject to stringent codes and regulatory requirements which aim to achieve safe operation through design life.
