Seattle Parks and Recreation - Asset Hierarchy and Data Gap Analysis

Seattle Parks and Recreation (Seattle Parks) is currently engaged in strengthening its Asset Management Program to improve the stewardship of park assets.  Seattle Parks desires an Asset Management Program that will allow them to proactively manage their assets. The Asset Management Program will support Seattle Parks’ strategic mission.

Mission
Seattle Parks and Recreation will work with all citizens to be good stewards of our environment, and to provide safe and welcoming opportunities to play, learn, contemplate, and build community.”

As part of this effort Seattle Parks requested GHD’s assistance in completing a data framework and assessing gaps in its existing asset register.  The primary objectives of this project included:

  • Reviewed existing asset data and data sources
  • Performed a cost/benefit analysis to determine data collection efforts
  • Developed the asset hierarchy framework for their assets
  • Defined the level of detail for Maintenance Managed Item (MMI)
  • Developed / enhanced asset naming and numbering conventions
  • Developed and completed a set of data attributes across all assets
  • Documented the data framework and data collection strategies in a Technical Memorandum

A number of benefits exist from establishing a common data framework within Seattle Parks including the following:

  • Improved quality of asset information for operational and strategic asset management requirements
  • Enhanced business process efficiency (cost and time)
  • Improved customer service in providing accurate asset information for internal and external customers
  • Reduced capital and maintenance costs by effectively managing infrastructure assets
