Asset Management Improvement Program

GHD is assisting Merseyrail, the UK urban train operator for Liverpool and surrounding areas, with a major business change program to update the management systems for its fleet.

The Asset Management Improvement Program (AMI P) is being delivered in partnership with Merseyrail. It follows an asset management maturity assessment undertaken in 2008 using GHD’s proprietary Total Enterprise Asset Management Quality Framework (TEAM QF) assessment model. The assessment process is aligned to BSI PAS 55 (a publicly available asset management specification) and provided Merseyrail with a roadmap for achieving its strategic asset management objectives for fleet reliability, availability and efficiency set out in its asset management strategy published in 2007.

Epping to Chatswood Rail Line

In terms of scale of investment the Parramatta Rail Link (PRL) will represent one of the most significant rail infrastructure project ever undertaken in the Sydney Metropolitan Network.

The rail link now connects to Chatswood via Epping, providing an alternative route for train services from Sydney’s outer west and Central Coast to access the Sydney CBD.  The link is also crucial to the further development of the rail network into Sydney’s North Western Sector.

New Metrorail - Perth

The New MetroRail project, with a budget of $1.518 billion, is the biggest public infrastructure project ever undertaken in the Perth metropolitan area. It will expand the existing railway network of some 100 kilometres by a further 81 kilometres of new track and will almost double the existing fleet of 96 railcars. Annual patronage is expected to grow from about 31 million to 51 million passenger trips in 2008 and 15 new stations will be built.

Significant alterations to existing structures and roadways above ground were required to accommodate the approach sections of the railway, and for the cut and cover construction of the new stations.

The Darra to Springfield Transport Corridor

The Darra to Springfield Transport Corridor is the first large-scale integrated road and rail project for South East Queensland.

The purpose of the AUD1.5 billion project is to improve road, rail and public transport links between Darra and Springfield to service the growing population centres along the corridor and will be built in two stages.

Martin is GHD's business leader for rail.

Martin has 30 years' experience spanning track infrastructure, railway operations and commercial feasibility. He has successfully contributed to the matters associated with access regulation in Queensland, Victoria and Western Australia over the past 7 years, focussing on capital and maintenance expenditure and conditions of access.

Martin has negotiated with train operators to produce workable and commercially acceptable outcomes, helping maximise asset utilisation. This experience has been brought to bear in regulatory situations where practical and efficient methods of train operation and track maintenance and expenditure have been applied to reviews of operators’ proposals.

Previously Chief Operating Officer for Westrail, with an organisation of 2500 staff, Martin’s package of experience combines senior management roles in the operation and maintenance of railways with regulatory experience in the new generation of private and corporatised railways.
