Martin is GHD's business leader for rail.
Martin has 30 years' experience spanning track
infrastructure, railway operations and commercial feasibility. He
has successfully contributed to the matters associated with access
regulation in Queensland, Victoria and Western Australia over the
past 7 years, focussing on capital and maintenance expenditure and
conditions of access.
Martin has negotiated with train operators to produce workable
and commercially acceptable outcomes, helping maximise asset
utilisation. This experience has been brought to bear in regulatory
situations where practical and efficient methods of train operation
and track maintenance and expenditure have been applied to reviews
of operators’ proposals.
Previously Chief Operating Officer for Westrail, with an
organisation of 2500 staff, Martin’s package of experience combines
senior management roles in the operation and maintenance of
railways with regulatory experience in the new generation of
private and corporatised railways.
