The East Pennsboro Township Wastewater Treatment Facility in Cumberland County, Pennsylvania, originally a conventional activated sludge wastewater treatment plant permitted at 3.7 million gallons per day (MGD), was recently upgraded to a highly efficient biological nutrient removal (BNR) facility, including the addition of a combined heat and power (CHP) system utilizing biogas.

As part of Pennsylvania’s Chesapeake Bay Tributary Strategy, the plant was required by the Pennsylvania DEP to upgrade the facility to provide nutrient removal. The project also included increasing permitted capacity from 3.7 to 4.4 MGD to accommodate growth within the service area, and improvements to plant hydraulics to accommodate up to 24 MGD peak wet weather flow.

East Pennsboro Township completed a Pennsylvania Act 537 Facilities Plan and a subsequent preliminary design with a projected construction cost of approximately $28 million. GHD was retained by the Township and tasked with evaluating proposed alternatives and identifying potential savings with respect to both initial construction and life cycle costs. After identifying significant cost savings, GHD was awarded the contract for design. The actual cost of the GHD designed facility was just under $20 million.

Major components of the project included:

  • Act 537 value engineering
  • Creative solutions for utilizing space in a tight site
  • New 24 MGD headworks with screening and grit/grease removal facilities
  • Conversion of aeration tanks to folded plug flow MLE bioreactors with fine bubble aeration
  • High performance aeration system designed to optimize treatment and power usage
  • High flow management system including automated system for step feed into bioreactors
  • 75-foot diameter final clarifiers
  • Effluent pumping to manage plant operation during high flows and flood conditions
  • Centrifuge dewatering system
  • Combined heat and power (CHP) system with 150 KW generator

Services provided by GHD included value engineering, final design, bidding, contract award, and construction phase engineering.
