GHD engineered and managed the dismantling of California’s first commercial nuclear reactor, shut down in the 1970s, and orchestrated removal of hazardous materials from the site.

Project History:

The Pacific Gas and Electric Company (PG&E) Humboldt Bay Power Plant (HBPP) is located contiguous to Humboldt Bay, immediately south of Eureka, California. The HBPP is one of the oldest nuclear power plants in the United States. Currently there are three large-scale projects underway at HBPP, construction of the Humboldt Bay Generating Station, decommissioning of the nuclear plant, and dismantling of the fossil-fueled plant. After contracting with PG&E in 2008 for Industrial Hygiene services related to asbestos, lead, polychlorinated biphenyls (PCB), chromium, and hexavalent chromium (Cr+6) identification and cleanup, GHD has been a consistent and dynamic onsite presence in association with the dismantling of the fossil-fueled power plant (Unit One and Unit Two) and decommissioning of the nuclear plant (Unit Three).

The scope of services provided to the client included the following:

  • Collection of hundreds of asbestos, lead, polychlorinated biphenyl (PCB), chromium, and hexavalent chromium (Cr+6) samples for analysis. Compilation of all sample findings into a comprehensive and comprehensible report of findings document, detailing the location, regulatory designation, and laboratory results of all sampled materials
  • Review of infrastructure schematics for the purpose of identifying specific locations where class I/II asbestos removal work was necessary and the work practices required
  • Development of site and material-specific Abatement Specification document for all asbestos work classes required during the project
  • Onsite meeting facilitation between contractor and CTTB, pre/post/active-abatement project site walk-throughs, and contractor submittal regulatory compliance review
  • Onsite contractor observation, regulation compliance and project activity/progress documentation/communication to CTTB
  • Waste disposal regulatory compliance guidance and CTTB liability mitigation
