On June 16, 2015, the California State Water Resources Control Board (SWRCB) adopted guidelines for implementing the Water Recycling Funding Program (WRFP). WRFP provides funding for the planning, design, and construction of water recycling projects that offset or augment state fresh water supplies. Water recycling involves the use of treated municipal wastewater for beneficial purposes, such as agricultural and landscape irrigation, industrial processes, and replenishing groundwater basins. Among the projects that will be eligible for funding are recycled water treatment, distribution, and storage facilities. Grants and low interest loans are available through WRFP.
Planning grants are available for feasibility studies that are led by a local public agency. These grants will cover 50 percent of eligible costs up to $75,000 per study. The purpose of the planning grant is to assist agencies or regions with completing planning studies for water recycling projects using treated municipal wastewater and/or treated groundwater.
Construction funding is available for the construction of water recycling facilities. Construction projects may be funded with grants and loans, Clean Water State Revolving Fund (CWSRF) financing, or a combination of funding sources.
- Grants are available for up to $15 million for 35 percent of actual eligible construction costs.
- Loans are available for up to 100 percent of eligible construction costs at very low interest rate.
Who is affected?
Eligible applicants include local public agencies, 501(c)(3) non-profit organizations qualified to do business in California, public utilities, federal- and state-recognized Indian tribes, and mutual water companies.
