GHD developed, submitted and secured
consenting approval for a significant upgrade to the Christchurch
The Environmental Protection Authority (EPA) – who administers
applications of major infrastructure projects – only allows for one
submission, so detailed accuracy across a wide range of elements
was critical for success of this project.
GHD conducted extensive assessments of environmental impacts,
established cohesive collaboration with the eight sub-consultancies
involved and carried out widespread consultation. Notices of
requirement for designations and applications for resource consent
were lodged with the Environmental Protection Authority (EPA) in
November 2012 and a hearing before a Board of Inquiry was held in
July 2013. The final decision approving the project was released in
The corridor was identified by the New Zealand Government as a
Road of National Significance, critical to Canterbury’s economic
growth and safe traffic flow throughout the region.
When completed, upgrades to the Christchurch Southern Motorway 2
(CSM2) & Main South Road Four-Laning (MSRFL) will form an
uninterrupted link from Rolleston and the south to Christchurch’s
CBD, Lyttelton Port and industrial areas.
