Docklands Light Railway – Programme Management

The Docklands Light Railway (DLR) carries over 80 million passengers annually, serving the East End of London, including the Canary Wharf financial district and the Queen Elizabeth Olympic Park. DLR engaged a part time Programme Manager from GHD to help deliver its Pre-Olympic Capital Works Programme. The programme consisted of more than sixty projects, vital to delivering the intensive Olympics timetables.

The varied project works included 14 km of track renewal, upgrades to station facilities such as lifts and escalator installation/upgrades, platform resurfacing, customer information systems, security systems and help points, HV power resilience improvements and vehicle interiors upgrades.

Developing an integrated Programme Management Office with DLR, GHD was responsible for having sufficient resources, budget and time allocated to each project, with each one managed effectively and efficiently, and being able to pass through the assurance 'gateways' and Transport for London's wider assurance regime.

GHD managed stakeholders including the operations and maintenance concessionaire Serco, which held a crucial stake in enabling and implementing the changes. This successful programme of upgrades helped DLR to play its full part in the London 2012 Olympic Games.
