LOGICA in Aceh

GHD is the managing contractor for the Local Governance and Infrastructure for Communities in Aceh (LOGICA) Program, part of the Australian Government's response to the 2004 Indian Ocean tsunami.

LOGICA facilitates community reconstruction and the restoration of government services in the worst tsunami-affected areas of Aceh under the slogan ‘active communities – responsive government’. This approach builds the capability and confidence of communities to identify and advocate their needs and to take action to pursue priority outcomes. At the same time, LOGICA strengthens the capabilities of local governments to respond to community need through efficient, appropriate and transparent planning and service delivery.

LOGICA consists of four interdependent program components:

  1. Restoring land ownership – LOGICA land mappers and spatial planners assisted communities to undertake their own land mapping to define land boundaries so houses and community infrastructure could be rebuilt. Mapping of over 400 villages (88,718 land parcels) has been completed and over 5,633 individuals have been trained in community land mapping. Completed digitised land maps have been provided to district and sub-district governments, BRR, ADB and other major donors and NGOs.
  2. Strengthening sub-district governments – LOGICA develops the capacity of 17 sub-district governments across three districts through training, mentoring and support conducted by dedicated facilitators, and provision of basic office equipment. Models for streamlining government service delivery, such as the ‘single window service’, developed under LOGICA have been adopted by sub-district governments outside of our target area.
  3. Re-establishing village level communities – LOGICA employs a village facilitator for each of 200 villages along Aceh’s west coast. Village facilitators have been trained in needs assessment, negotiation, village profiling and conflict resolution. Facilitators work with communities, through their Village Development Committee, to plan for their future, access the resources of government, NGOs and donors and advocate for improved service delivery. A network of over 2000 informal village leaders, 51% of whom are women, have been trained in leadership, motivation and community empowerment.
  4. Community housing assistance monitoring program – This component aimed to strengthen the capacity of communities to monitor and address shortfalls in housing construction. LOGICA trained and provided reporting channels for village-level monitors and communities to identify issues and constraints and worked with housing providers to address issues related to the quantity and quality of housing, and settlement reconstruction.
