Perth to Bunbury Highway

The Southern Gateway Alliance (SGA), comprising GHD, Leighton Contractors and WA Limestone in partnership with Main Roads Western Australia, was awarded the contract to build the AUD511 million new Perth to Bunbury Highway in 2006.

The Perth to Bunbury Highway project will increase the efficiency of the north-south road network and improve regional transport through a high standard road link between Perth and the south west.

This contract involves the design and construction of a 70km four-lane freeway divided road near Mandurah south of Perth and a four-lane rural highway standard, incorporating 19 bridges and five interchanges. This project also involves acquiring environmental approvals.

The SGA will deliver the highway under an alliance contract, where GHD will provide:

  • Transport planning
  • Traffic engineering
  • Civil and structural design
  • Geotechnical engineering
  • Materials technology
  • Environmental and sustainability.
  • Intelligent Transport Systems (ITS)

The project will incorporate the installation of ITS along the highway to provide real-time:

  • Traveller and user information
  • Road use information
  • Information for traffic control and incident management

The SGA created a dedicated community relations team to raise project awareness, engage the local community and build relationships with project stakeholders, including landowners and local residents. The work with the community has resulted in several key changes to the project scope, which have addressed residents’ concerns. These measures have been well received by the community and are helping to build positive relationships on which other project challenges can be faced.

As part of the final environmental assessment of the project a species of rare flora (Drakaea Elastica) was identified on the approved Perth to Bunbury Highway alignment. This plant species is protected under both Commonwealth and State legislation. Commonwealth environmental approvals for the project require that this plant be avoided by construction activities. The plants occur over the length and width of the road alignment, and as such an alternative route was identified over a 6km section of the project.

In addition, alternative alignments being considered were further constrained by a major watercourse (Serpentine River), two individual Aboriginal heritage sites and the requirement for additional land. The SGA worked with the local Aboriginal community, state environmental stakeholders and the landowner to identify an alternative highway route to address these constraints.
