Wastewater Flow Monitoring Code of Practice

GHD was tasked with developing an innovative wastewater flow monitoring Code of Practice (CoP) for the utility regulator in a country in the Gulf Cooperation Council in the Middle East. The challenge demanded an approach that understood the management of assets throughout their whole life cycle and considered the full data chain of the flow monitoring. The client required that GHD would both advise and instruct throughout the project.

During the project, an Abu Dhabi sector review of wastewater metering was undertaken to ensure all wastewater licensees fulfilled their statutory obligations, were behaving consistently and that all metering data produced was accurate and reliable. The scope of the development was then investigated, with the proposed content, context, key components the overall format of the code all considered.

GHD also undertook a comprehensive review of ten international approaches and practices for metering, data and asset management. This enabled good practice benchmarks to be identified to inform the development of the new CoP.

The result was a CoP that concisely and pertinently addressed wastewater metering, data collection, data exchange and procurement, testing, commissioning and calibration of assets. This was achieved through the content of the main text, as well as informative boxes within the text and further details within schedules and appendices of the CoP. The project was completed successfully, delivering beneficial outcomes to the client.
