GHD appointed as Owner’s Engineer to develop Collie Steel Mill for Green Steel of WA
Global professional services firm GHD has been appointed as Owner’s Engineer by Green Steel of WA to develop Australia’s first green steel recycling mill in the town of Collie in the southwest of Western Australia.
As Owner’s Engineer, GHD will provide multidisciplinary services to help Green Steel of WA develop the specifications for the steel plant, support EPC engagement, develop concept design and manage the project approvals.
The plant, an electric arc furnace (EAF) steel mill, will be powered by renewable energy, processing local scrap steel to produce over 400,000 tonnes of long steel products per year for local consumption and export. Located within the Coolangatta Special Industrial Area, the landmark project will create a circular economy for Western Australian steel for the first time in history. It will also create 200 highly skilled direct jobs and up to 2000 indirect jobs to boost the local economy and help support Collie’s transition towards its renewable energy future.
Green Steel of WA is a Western Australian based company working to create a sustainable steel manufacturing industry in Western Australia using green energy. Collie is the first of several steel manufacturing plants that the company plans to develop in WA to “forge a steelmaking legacy” for the state.
Green Steel of WA’s Managing Director, Azlan Ho commented: “Our plan is for the Collie Steel Mill to be the start of a much larger green steel industry here in WA.
With our abundant iron ore and renewable energy resources, we truly believe that Western Australia is the best place in the world to produce green steel. Yet, while western Australia produces 38% of the world’s iron ore exports as well as over 600,000 tonnes of scrap steel, we produce no steel.
Our research indicates that production of green steel in Western Australian could add as much as $400 billion to the economy each year or nearly three times what we sell in iron ore. As such, the production of green steel presents a once in a generation opportunity for our state but we need to act fast or risk being left behind.”

The green steel industry addresses critical environmental and sustainability challenges associated with traditional steel production, which uses coal-fired furnaces. Steelmaking is estimated to account for 7%-9% of global carbon emissions globally. By reducing carbon emissions, conserving resources, and promoting sustainable practices, the green steel sector contributes to a more sustainable and resilient global economy.
Green Steel of WA is aiming for the mill to be operational in 2026.
