A Guide to COP28 of the United Nations Climate Change Conference

Every year, the United Nations Framework Convention on Climate Change Conference of the Parties meets to discuss and act on climate change issues and their impact.

This year, the 28th session of the Conference of the Parties (COP28), will be held in Dubai, United Arab Emirates from November 30th to December 12th. It is a global summit of heads of state and other government leaders, captains of industry, and other stakeholders from almost 200 countries. They will collaborate and seek consensus on ways to address urgent and critical issues affecting climate, the environment, and their impact on the economy and society.

Topics will include reducing carbon emissions, transition to clean and renewable energy, innovation and technology adoption, climate-centric financing for adaptation and mitigation, helping frontline and vulnerable communities deal with the impact of climate change, inclusivity, and many more.

Why is it important?

For the first time, COP28 will give a comprehensive assessment of the collective efforts of countries and stakeholders on how much they have accomplished in addressing climate change issues and meeting the goals of the Paris Agreement. The assessment process is called the global stocktake (GST) and it was established under Article 14 of the Paris Agreement. The GST, a two-year process, takes place every five years.

Based on this evaluation, bold measures and solutions are expected from countries in order to limit global warming to 1.5° C (2.7° F) above pre-industrial levels.

The four focus areas of COP28 are:

  • Speed up the global transition to clean energy, reduce reliance on fossil fuels that largely contribute to carbon emissions.
  • Push towards “comprehensive transformation of climate finance” which makes funding for climate action projects available to developing countries badly affected by extreme weather-related disasters. Plans to mobilize international finance institutions and public and private funding will be discussed.
  • Aid vulnerable communities in dealing with the immediate impacts of climate change. Discuss the rehabilitation of countries impacted by loss and damage and the need to take actions to protect and restore nature to enhance its role in mitigating and adapting to climate change.
  • Ensure that solutions and discussions are inclusive to reflect the diversity of perspectives coming from youths, Indigenous communities, and other groups.
