Development of health, safety, environmental and social management system

GHD reviewed InfraCo Asia’s existing Health, Safety, Environment and Social Management System (HSES-MS) to align it with PIDG principles and international standards. The project included framework development, document templates, and collaborative workshops. InfraCo Asia now has a consistent, compliant HSES-MS used across its project companies.
The challenge
A robust HSES-MS reflects an organisation’s commitment to safeguard and reduce risks to its people, stakeholders, environment, and the community.
InfraCo Asia, a commercially managed infrastructure development and investment company of the Private Infrastructure Development Group (PIDG), provides funding and development guidance for the early stages of socially responsible and sustainable infrastructure projects. InfraCo Asia required a new, robust enterprise HSES-MS incorporating the PIDG principles and requirements and aligned with recognised, appropriate international standards.
Our response
GHD undertook a review of InfraCo Asia’s existing HSES-MS to establish an understanding of its current structure, context of the organisation for HSES, InfraCo Asia’s project development phases, and responsibilities for HSES management. The elements and components required to be developed for the HSES-MS framework were examined to align with international standards.
After the development of InfraCo’s HSES-MS, we also developed HSES-MS document templates for its project companies’ implementation, including customisation of some existing HSES-MS documents.
Throughout the development phase of the HSES-MS, we worked and collaborated closely with InfraCo Asia and its project companies through risk assessment workshops and consultation meetings to understand key requirements and relevant enterprise and project-related risks and functions.
The impact
InfraCo Asia now has a comprehensive, consistent and well-documented HSES management system that is compliant with the PIDG HSES-MS, relevant international standards, and IFC Performance Standards. The HSES-MS comprises an overarching framework, policies, procedures, templates, registers and user guides. The management system enables InfraCo Asia to subsequently extend the framework and requirements to its project companies.
