Enabling future naval sustainment at the Henderson Defence Precinct

The Henderson Defence Precinct was required to support a new generation of Defence capability, including nuclear-powered submarine sustainment and large-vessel support, within an active operational environment and at a pace aligned to national strategic priorities.  

At the same time, capability requirements continued to evolve across a complex stakeholder environment, creating uncertainty around scope, priorities and future infrastructure needs. Decision makers needed to balance competing requirements while maintaining momentum and confidence in the program’s direction.  

Delivering a first-of-type capability also brought heightened expectations around governance, affordability, workforce readiness and long-term operational performance. Success depended on creating alignment across stakeholders, reducing uncertainty and establishing a clear pathway forward in a program characterised by complexity, evolving requirements and significant strategic importance.

We helped Defence create clarity within a complex and evolving environment by integrating planning, design, approvals and systems engineering into a single delivery approach. 

Through early requirements capture, structured stakeholder engagement and systems-led decision support, we aligned competing priorities and established a shared understanding of capability needs, risks and delivery constraints.  

We applied systems-level program integration to manage interfaces across infrastructure, capability and regulatory workstreams, improving coordination, governance and decision quality as requirements evolved. Nuclear-informed planning and regulatory pathway definition also provided greater visibility of approvals, licensing and environmental considerations, helping reduce uncertainty and support informed decision-making. 

By rapidly mobilising multidisciplinary teams and adopting a flexible approach, we enabled the program to respond to emerging operational and regulatory requirements while maintaining progress toward future capability outcomes.

The program provided greater certainty around requirements, approvals pathways and delivery priorities, helping Defence make more informed decisions during the early stages of a first-of-type nuclear submarine sustainment capability.

Structured requirements capture and stakeholder engagement aligned competing capability needs into a coherent and prioritised scope, reducing ambiguity, strengthening stakeholder alignment and minimising the potential for rework. Early visibility of regulatory and environmental considerations improved confidence in program timelines, siting constraints and future approvals pathways.

At a program level, the integrated approach improved coordination across workstreams, enhanced decision quality and provided a clearer understanding of risks, dependencies and delivery considerations. By applying an end-to-end approach across planning, approvals, systems integration and infrastructure development, we helped connect decisions across the program lifecycle and create a more coordinated pathway to delivery.

Overall, the Henderson Consolidation Program progressed with greater delivery confidence, reduced integration risk and a stronger foundation for future Defence capability development. By helping Defence navigate uncertainty, align complex requirements and maintain program momentum, the program strengthens the readiness needed to support future naval sustainment capability and respond to evolving operational priorities.
