The challenge

GHD, in collaboration with their client, undertook the development and environmental permitting of a 9.5 km highway connecting Route 78 to Route 68 in the Santiago Metropolitan Region in Chile. The project faced several complex challenges, including: 

  • Significant route modifications during the process. 
  • A resettlement plan for the largest informal settlement in the region. 
  • Emissions management strategies in an area saturated with particulate matter.

Our response

The project began its development in September 2018 and received a favorable Environmental Qualification Resolution (EQR) in February 2025. It spanned seven years, from the drafting of the Environmental Impact Study to the approval of the EQR.  
 
We led the EIA process with a multidisciplinary and collaborative approach, setting itself apart by: 
  • Relying primarily on in-house specialists rather than external consultants.
  • Maintaining a high level of performance across all phases of the project.
  • Demonstrating resilience and adaptability across leadership changes. 

The impact

Securing environmental approval for a project of this scale is a major milestone in developing stronger infrastructure in Chile. The project will enhance regional connectivity and contribute to improving community quality of life for those serviced by the highway.
