Integrating Defence infrastructure delivery across the Security and Estate Group portfolio

Between June 2025 and March 2026, we supported the Security and Estate Group in delivering integrated, end-to-end infrastructure capability across its portfolio. By connecting requirements definition, planning, design, delivery and whole-of-life considerations, we helped align infrastructure investment with Defence capability priorities, improving coordination, reducing delivery risk and supporting future operational readiness.
A trusted integrator for Defence capability
The challenge
Delivering new, safety‑critical Defence capabilities requires complex, regulated infrastructure, while capability requirements continue to evolve and align across multiple stakeholders, programs and delivery streams.
As part of the Defence Infrastructure Panel (DIP), services were required to be integrated across strategy, planning, design, program management and advisory disciplines to support coordinated delivery across a complex portfolio. This created a significant coordination challenge, demanding structured requirements capture, robust governance and integrated program management to maintain alignment across scope, approvals, cost and schedule while supporting Defence capability outcomes.
Our response
We applied an end-to-end delivery approach that connected strategic planning, requirements definition, solution development, delivery and capability integration into a single coordinated framework. We led requirements capture and validation, working closely with Defence stakeholders to translate evolving capability needs into a clear and prioritised scope while enabling informed and timely decision‑making.
We integrated operational, affordability, safety, environmental and regulatory requirements into planning and design activities, helping align infrastructure solutions with Defence capability outcomes. This included establishing a clear approvals pathway, coordinating specialist infrastructure inputs and managing interfaces across multiple programs, stakeholders and delivery streams.
By combining systems engineering, program management, stakeholder engagement and integrated infrastructure delivery, we helped create a clear pathway from capability need to delivery outcome. Strong governance, risk management and program integration maintained alignment across scope, cost and schedule, while flexible and scalable infrastructure solutions supported future capability growth and readiness. Through a sovereign multidisciplinary team and managed service model, we provided the continuity and integration needed to support ongoing delivery across the portfolio.
The impact
Early integration of infrastructure planning with Defence capability requirements improved confidence across complex programs supporting Security and Estate Group and Capability Acquisition and Sustainment Group (CASG) outcomes. Structured requirements capture, stakeholder alignment and program integration reduced ambiguity across capability, estate and delivery interfaces, enabling more coordinated and timely decision‑making.
At a program level, the approach strengthened coordination across planning, design, approvals and delivery workstreams while improving control of scope, cost and schedule across multiple infrastructure programs. Early visibility of requirements, risks and dependencies reduced integration and approvals risk, accelerated early project phases and improved delivery certainty.
Through a multidisciplinary team spanning planning, approvals and delivery, we helped position Defence to deliver future capability with greater certainty.
