Strengthening Defence readiness at HMAS Creswell through evidence-based asset management

The challenge
Defence required greater visibility of asset condition, maintenance liabilities and compliance risks to support sustainment planning, investment decisions and operational readiness.
This challenge was compounded by fragmented asset data, limited baseline information and reliance on tacit knowledge, reducing visibility of system performance and risk exposure. This reflected gaps across requirements capture, assurance and lifecycle management, where inconsistent data and governance limited effective decision‑making.
Addressing these issues required structured data validation, coordinated stakeholder engagement and integration across assets, maintenance frameworks and Defence governance processes to establish a reliable, evidence‑based foundation for sustainment planning and delivery.
Our response
We established an evidence‑based foundation for Defence estate sustainment through structured assessment, data validation and targeted planning, helping improve visibility of infrastructure performance, risk and future investment needs.
Our team undertook detailed condition inspections across all asset classes to define current asset condition, identify defects and quantify maintenance liabilities. This addressed gaps in baseline data and improved visibility of system performance and risk exposure. We translated these findings into prioritised preventative and corrective maintenance actions aligned with Defence standards and compliance requirements, enabling informed decisions on sustainment priorities, resourcing and investment.
We worked closely with Navy stakeholders and estate management teams to align outcomes across maintenance and governance frameworks, while addressing knowledge risks and inconsistencies in asset information. We also recommended improvements to asset hierarchies, data management practices and maintenance processes, including optimisation of maintenance strategies and integration into existing systems.
The impact
The project established a clear, evidence-based understanding of asset condition, maintenance liabilities and compliance risks, supporting more informed and prioritised sustainment decisions. Improved visibility of asset performance reduced reliance on tacit knowledge, strengthening consistency across maintenance and governance processes.
By identifying and prioritising critical defects and maintenance actions, the project improved asset reliability and supported compliance outcomes. It also improved the allocation of maintenance investment and resource allocation.
Overall, the project created a stronger and more scalable foundation for estate performance, risk management and long-term sustainment planning at HMAS Creswell. By improving visibility of infrastructure condition and future maintenance needs, it supports more informed investment decisions, enhances asset reliability and strengthens Defence readiness.
